What is HAAD?

HAAD stands for The Health Authority – Abu Dhabi, which is a rebranding of the former name “Federal Authority for Health Education and Promotion”. To many people, HAAD is still known as FAP (Federal Authority for Health). It has been established in 2008 to govern health care facilities such as hospitals, clinics, and other services. It also deals with pharmaceutical and medical equipment licensing, as well as setting up training programs for the private sector in regard to these sectors.

What services does HAAD provide?

HAAD is responsible for pre-licensing, licensing, and post-license inspection of health facilities that include hospitals, clinics, and diagnostic centers among others. It also deals with the registration of medical personnel and pharmaceutical supplies, as well as licensing them.

HAAD has recently restructured its departments to provide more efficient service and help regulate the health sector better. The department that is in charge of licensing, inspection and marketing is known as “Health Licensing Department” which issued approximately 700 licenses for health care facilities in 2009.

The department that is responsible for registration and licensing of medical personnel, an inspection of pharmaceutical supplies and facilities, as well as marketing, is named the “Health Professional and Pharmaceutical Services Department” which issued more than 11,000 licenses to medical staff in 2008.

What are valid reasons to apply for a license with HAAD?

The applicant may apply for a license if they have the following:

  • A valid business or professional permit (if needed) by the concerned ministry in Abu Dhabi, and/or UAE.
  • Financing is sufficient to run the operation of the hospital, clinic, lab, etc., including full staff salaries and wages as well as having the basic needs in place such as medical/pharmaceutical supplies.
  • Having a suitable health facility with adequate space, equipment, furniture, and all of the necessary features to operate.
  • Having a board of directors that has at least one (1) member who is a qualified doctor and enrolled in the General Medical Council (GPC). The board of directors should also include a general manager, administrator, or pharmacist.
  • Having an available and suitable medical license (if needed), issued by the concerned health center in Abu Dhabi, United Arab Emirates. And/or having approval from the Ministry of Health in regard to this matter.
  • Having and complying with all existing regulations that are applied to the health sector in general.

    What are the requirements when applying for a license with HAAD?

    • At least one (1) member of the board of directors should be an enrolled doctor in the GPC and is approved by the Ministry of Health in Abu Dhabi.
    • Have a board of managers that has at least three (3) members (two of which must be doctors). The third member may be a pharmacologist or any other qualified pharmacist.
    • Having the majority of the staff is enrolled medical practitioners, and therefore has possession of the medical license issued by the Ministry of Health in Abu Dhabi.
    • Providing evidence that the applicant has adequate funding to operate the hospital, clinic, etc., including full staff salaries and wages as well as having the basic needs in place such as medical/pharmaceutical supplies.
    • Providing a valid business or professional permit (if needed) by the concerned ministry in Abu Dhabi, and/or UAE.
    • Complying with all of the regulations regarding food and drug safety which are issued by the Ministry of Health in Abu Dhabi.

    What documents need to be provided when applying for a license with HAAD?

    The following documents are required:

    • A copy of your passport page containing your photo, signature, and date of birth. A copy of the certificate of good conduct issued by any government authority in the country of origin where you are residing.
    • A copy of your medical license, if any existed previously.
    • Evidence that you have sufficient financing to start your operation and the business plan of your hospital, lab, clinic, etc.,
    • A plan of the proposed facility along with its location map which should include the number and type of rooms as well as provisions for storage space.
    • Two copies (one for HAAD and one for applicant’s use) showing a projection of operations within 12 months after starting up.

    Documents such as business/professional permit from concerned ministry in Abu Dhabi or UAE; agreement(s) with other companies related to hospital services; contract(s) with
