What is MOH?
The Ministry of Health (MOH) licenses healthcare professionals, clinics, and hospitals to practice in the country. Candidates must pass an exam set by MOH to be eligible for licensing as a doctor, medical assistant, or laboratory technician. The Ministry of Health (MOH), formerly known as the Ministry of Health & Prevention, is a governmental institution in the United Arab Emirates responsible for setting policies designed to improve health status among Emiratis. It also oversees private hospitals and clinics operating within UAE via licensing requirements. The MOH monitors the quality of medical services using a network of health facilities.
MOH issues licenses to doctors, nurses, and pharmacists based on an exam set by MOH. The license is renewed annually in March upon payment of renewal fees. There are currently over 30 private hospitals with more than 200 physicians and 600 nurses working throughout UAE. Since 2008, healthcare professionals must pass an exam set by the Dubai Health Authority (DHA) to practice within the emirate of Dubai. In 2010, a similar law was passed for Abu Dhabi that prohibits foreign workers from practicing medicine without a license from DHA or NABHHP, Pakistan. It also states that all hospitals, clinics, and other healthcare facilities in UAE must be registered with the MOH.
How to Apply?
Step 1: Submit an application form to one of the following bodies: – Dubai Health Authority (DHA), Dubai Healthcare City (DHCC) or DCTA; – Saudi Commission for Health Specialties (SCFHS); – National Accreditation Board for Hospitals & Healthcare Providers (NABHHP), Pakistan; or – Any other Arab Council for Medical Specialty (ACMS) affiliated licensing body in the Middle East.
Step 2: The respective authority will verify your credentials and inform you of MOH’s eligibility criteria. If you meet these requirements, then the authority will “transfer” your credentials to MOH’s central database.
Step 3: You may start applying for jobs once MOH has verified your qualifications with the transferrable agency such as DHA or SCFHS

Requirements for MOH License
Applicants must provide the following documents:
- Two recent passport-size photographs;
- An attested photocopy of your educational certificates and transcripts, showing your name, date of birth, institute attended, and marks obtained (in case of foreign qualification);
- Original and attested photocopy of the left side half (front) page of your UAE ID card or other valid identification issued by the Government in accordance with Federal Law No. 16 for the year 1995 concerning Personal Identification Document(s). This document should be not more than 12 months old on the date you register as a candidate for MOH exams;
- Two recent passport-size photographs and an attested copy of Educational Certificates/degrees/Diploma/ in case of non-UAE nationals
MOH License Renewal
Candidates must reapply for their license renewal every year between the months of March and April. They must submit a new application form, provide two passport photographs, pay fees (currently AED 880), and pass an exam usually set by MOH. The fee can vary depending on the location of practice or time in practice. If they fail to qualify, then all paperwork is destroyed by MOH and candidates must start from scratch when applying again. Eligibility for MOH Exam
- All graduates of medical schools accredited by their respective bodies and recognized by the Ministry of Higher Education and Scientific Research in UAE;
- Graduates from a foreign university who have obtained a certificate equivalent to the corresponding one awarded after completion of a Bachelor’s degree course
- Graduates holding specialization diplomas which are recognized by the Ministry of Higher Education and Scientific Research in UAE
- Holders of certificates or professional diplomas are recognized as sufficient for practice at entry level according to
- Staff members working as midwives, dentists, or laboratory technicians in public or private hospitals accredited by the relevant authorities, provided that they submit proof showing completion of theoretical and practical training courses
- Medical doctors holding Diplomas in Public Health approved by the Ministry of Health in their country of origin.
- Pharmacists who have successfully completed a course recognized by its respective body and its equivalence have been confirmed by the Ministry of Higher Education & Scientific Research or other competent authorities, provided that they submit proof showing completion of theoretical and practical training courses
- Dentists who passed Dental Board Exam (USA), Australian Dental Council Exams, and National Dental Exam (UK) are eligible to apply for MOH exams.
